HEC Board to implement new residency rules Monday

New rules making it more difficult for out-of-state students to become residents will go into effect Monday.

The rules narrow the definition as to what constitutes financial independence, a requirement for establishing residency. Under the new rules, a student must have evidence of earning enough money to pay for tuition and living expenses the year before applying for residency. Funds from loans, gifts, trust accounts and cash earnings will not be counted in the calculation. The new rules also include stronger provisions that students must live in Washington for other than educational reasons to receive residency.

The Higher Education Coordinating Board approved the new rules June 12.
